Even the free mainstream GNU/Linux distros doesn't use their users as update testers (unless you give your consent to opt in), to see if does it work. But windows forces it. You have no rights to fully control your pc, if you use windows. You are not administrator, windows is.

Don't know if it helps, but here's a crazy story: Windows 10 (or windows in general) makes use of some small partition in the beginning of the disk (usually few hundred megs). A friend had a problem with his PC (was some mini pc you stick to your TV directly to hdmi port), updates just could not install. Turned out that small partition was too small. He resized it and then it worked. I have no idea what exactly is stored there or why does it need during update, never cared enough to find out, but maybe this would help
